Addendum #1 – Vendor Questions & Answers

RFP: Vended Meal Services – 2026–2027 School Year

 

1. Estimated Daily Participation

Question:
Could you please share an estimated daily participation for breakfast and lunch during the first year?

 

Response:

This is a new school Estimated Average Daily Participation (ADP) for both breakfast and lunch during the first year is approximately 100 students.

2. Milk with Meals

Question:
Will the vendor be responsible for providing milk with each meal?

 

Response:
Yes. The vendor will be responsible for providing milk with each reimbursable meal in accordance with Texas Department of Agriculture (TDA) and USDA meal pattern requirements.

3. Milk Packaging

Question:
If so, should milk be provided as individual 8 oz cartons, or would gallon milk for on-site portioning be acceptable?

 

Response:
Milk must be provided as individual 8 oz cartons in accordance with TDA regulations and the USDA meal pattern. Each student must be offered a choice of milk varieties. Gallon milk for on-site portioning is not acceptable.

4. Meal Packaging

Question:
For meal packaging, should all meals be delivered individually packaged for each student, or would bulk trays of food for on-site portioning be acceptable for hot items?

 

Response:
Meals must be delivered individually packaged for each student.

5. Cold Item Packaging

Question:
For cold items such as sandwiches, is it acceptable for these to be packaged in individual bags (such as zip-lock style bags), or do they prefer boxed or clamshell containers?

Response:
Either option is acceptable. Sandwiches may be packaged in sealed individual bags or containers, provided they meet food safety and transport requirements.

6. Food Tasting

Question:
Is there an option for a food tasting at this site?

Response:
No. A food tasting will not be conducted for this solicitation.

7. Delivery Method Clarification

Question:
Section E & F states meals will be warmed on-site with daily delivery. Exhibit N allows either hot delivery or frozen delivery for reheating. Does the School have a preference?

Response:
The School does not have a preference. Vendors may propose either:

  • Daily delivery of hot meals, or

  • Delivery of frozen meals to be reheated on-site

Both options will be considered during the evaluation process.

8. USDA Foods (Commodities)

Question:
Has the School already applied for USDA Foods for the 2026–2027 school year?

Response:
No. The School will not participate in USDA Foods (commodities) until the 2027–2028 school year.

 

9. Enrollment Changes

Question:
Are there any revisions to the estimated 2026–2027 enrollment?

Response:
No. There are no revisions to the current estimated enrollment.

10. Grade Levels

Question:
Will the School be enrolling only K-5th graders for 2026–2027 with plans to expand in future years?

 

Response:
Yes. The School will initially serve Kindergarten through 4th grade for the 2026–2027 school year, with plans to expand grade levels in subsequent years.
